Her leadership is instrumental in driving large-scale improvement efforts across diverse regions.

Kay Burke has served as UCSF Health’s Vice President & Chief Nursing Informatics Officer since 2017 and holds a Clinical Associate faculty position in UCSF’s School of Nursing. She has been a nurse for 25 years, 15 of which have been spent in Health Information Technology & Nursing Informatics. She holds both a Bachelor’s in Nursing and a Master’s in Business Administration and is currently pursuing her doctorate at UCSF.

Adam Dorsey is the Group Vice President for Financial Policy at the California Hospital Association. Mr. Dorsey held a number of roles at the California Department of Finance between 2008 and 2023. He most recently served as Program Budget Manager where he was responsible for health and human services fiscal policy on behalf of the Administration.

With over 35 years of health care experience, Eileen harnesses clinical, operations, and performance improvement expertise to lead hospitals and health systems in designing processes that improve quality, reduce cost, and expand services aligned with strategic plans and operational goals. She has helped organizations optimize emergency services, including developing a free-standing emergency department and implementing a pediatric ED.

Robert Imhoff, President of the Hospital Quality Institute, has held positions of responsibility within the health care, non-profit and higher education fields. These positions include: President and CEO of the Maryland Patient Safety Center, Vice President of Development and External Relations for Mt. Washington Pediatric Hospital and Director of Corporate and Foundation Relations for Coppin State University. Mr. Imhoff currently serves on the executive committee of the California Maternal Quality Care Collaborative, the Board of Cal Hospital Compare and Alliance for Quality Improvement and Patient Safety (AQIPS).

Anne O’Rourke

Anne O’Rourke manages CHA’s Federal Relations Office, represents CHA members before Congress and the White House, and serves as the liaison to other state and national health organizations. Before joining CHA, Anne spent 10 years as a senior lobbyist for the American Hospital Association (AHA) where her responsibilities included covering AHA’s Region 9 on the West Coast.
