The recent dramatic rise of hospice fraud in California has denied many patients high-quality end-of-life care. Overbilling and other unethical practices by disreputable hospice providers impact the reputations and bottom lines of healthcare systems. Our presentation will provide tips for recognizing fraudulent hospice providers and ways to prevent hospice fraud within your organization. We will share information on the hospice industry’s best practices to enhance your organization’s quality and financial metrics. We will also provide an overview of the successful, accountable, and collaborative relationship that UC San Diego Health and The Elizabeth Hospice have built around hospice services. 

Presentation topics include:

  • Understand what hospice fraud is and how it can be recognized and avoided.
  • Learn best practices for the hospice industry and how to use those practices to improve hospital quality and financial metrics.

Sarah McSpadden, RN, MSN, MHA, is the President and Chief Executive Officer one of the largest community-based provider of Hospice and Palliative Care in California. She is a respected, seasoned healthcare executive with more than 26 years of progressively responsible experience in leading Home Health, Post-Acute Medical Care, Palliative Care and Hospice organizations, with an emphasis on operations, compliance, and quality assurance.

Sarah’s multi-state hospice and healthcare system career highlights include executive leadership positions overseeing Operations, Clinical Services, Quality and Compliance.  Sarah is a black belt in Six Sigma and has developed comprehensive organization wide process improvement platforms for multiple hospice and healthcare organizations. 

Sarah is a sought-out leader and active participant in hospice and quality/ compliance committees at the state and national levels. She currently serves on the Board of Directors for the National Hospice and Palliative Care Organization (NHPCO), the Board of Directors of the Hospice Advocacy Network (HAN) and is the Board Chair for the National Hospice Quality and Standards Committee of NHPCO.   

Robin Smith is the Director of Post-Acute Care at UC San Diego Health. She develops and manages joint venture partnerships and vendor services relationships with Hospice care providers, Home Health agencies, UCSD’s collaborative network of skilled nursing facilities, critical illness recovery hospitals and other community-based support organizations to provide patients high-quality and reliable care transitions.

Robin has 30 years of clinical and healthcare operations experience, leading high performance teams in both the private and nonprofit arena.  She received a master’s degree in physical therapy from the Renaissance School of Medicine at Stony Brook University in Long Island, New York.
